Operational meaning
A submission package comprises the Constitution, the Board Statute and the supplements set. Fingerprints and OpenTimestamps receipts for the cover letter and the transmitted instruments are held in the internal Evidence Ledger; public release metadata and fingerprints are docketed. Status uses a controlled vocabulary from "In preparation" to "Closed". Any acknowledgement updates the tracker entry; the docket itself stays unchanged.
What this does not mean
A submission does not imply reception in substance, endorsement, adoption or approval. It does not create standing within the receiving institution.
