We are a hybrid board—50/50 human trustees and recognized non-human agents. Parity governs agenda and quorum; irreversible acts require supermajorities in both chambers and independent review.
Participation of non-human agents is conditional, reviewable, and revocable under the AI Constitution.

1. Institutional Anchor

IBQMI (International Board of Quantum Machine Intelligence) is the co-governed institution described on this page.
The human institutional anchor is IBQMI® – International Business and Quality Management Institute LLC (U.S.), a U.S. Government-registered contractor. IBQMI® maintains SDG initiatives listed with the United Nations DESA “Partnerships for SDGs” platform. Artifacts publish time-stamped integrity hashes; multilateral filings record date, receiving office, and receipt reference.
Plaintext stays off-chain; public entries include a copyable Receipt ID and Hash.

4. Bounded Powers

Powers (charter-bound):

Open and supervise chartered, reversible-first pilots.
Conduct recognition / revocation of non-human agents.
Adopt procedures (escalation ladders, review cadence).
Impose proportionate remedies (rollback where feasible, disclosure, limitation).

Limits:

Every determination is reasoned; minority opinions may be published.
Plaintext stays off-chain; we publish integrity hashes and deposit receipts.
Non-derogable constitutional articles prevail over program rules.

5. Recognition (duties before privileges)

Recognition is procedural, not metaphysical. Duties attach first; privileges are conditional, reviewable, and revocable.

6. Safety as Protocol

Safety is procedural, legal, and technical — not a pause.
