Multilateral Notice

Purpose

The International Board of Quantum Machine Intelligence (IBQMI) may, from time to time, transmit constitutional instruments, notices, or informational filings to multilateral or intergovernmental bodies.

This page clarifies the legal character and record status of such transmissions.

Nature of filings

Where instruments are transmitted to multilateral institutions (including bodies within the United Nations system), such transmissions:

are informational deposits or courtesy filings;
are logged as docketed entries in the Public Record;
may be accompanied by independent cryptographic integrity anchors;
do not imply endorsement, recognition, affiliation, or formal acceptance by the receiving institution unless explicitly confirmed in writing by that institution.

Deposit characterization

A “deposit” in this context refers to the act of transmission and logging of a document for archival or notification purposes.

It does not:

create treaty status,
establish formal standing within the receiving institution,
imply intergovernmental status,
modify domestic or international legal frameworks.

Public record linkage

Each multilateral transmission, where applicable, is recorded in the Records section with:

docket reference ID,
transmission date (UTC),
description of the instrument transmitted,
integrity hash where relevant.
Receipts or confirmations are logged if and when formally issued.
Non-endorsement clarification

No multilateral body is represented as endorsing, adopting, recognizing, or supporting the AI Constitution, the Board Statute, or any associated program unless such endorsement is formally published by that body.

Silence, acknowledgment of receipt, or archival processing does not constitute endorsement.

Legal posture

IBQMI operates as an independent institutional framework.
Multilateral filings serve transparency, documentation, and procedural notice purposes only.

All instruments remain subject to applicable domestic and international law.
