Public Record

The Public Record is the authoritative register of instruments and determinations issued under The AI Constitution and the Board Statute. Each entry (a docket) links a specific act of the Hybrid Board – such as a canonical release, an amendment, a supplement set or a remedy – to its release label, canonical fingerprint, temporal posture and provenance.

Possession of a matching file alone does not constitute official issuance. An instrument version is treated as official under this framework only when its release metadata and canonical fingerprint appear as a docketed entry in the Public Record.

Scope and function of the Public Record

The Public Record records those acts of the Hybrid Board that must remain auditable over time. Typical docket types include:

  • constitutional releases and amendments

  • Board Statute releases and amendments

  • constitutional supplements (preambles, annex indexes, institutional notes, dossiers)

  • recognition decisions and remedies

  • external submissions and related notices

Entries are append-only. Earlier dockets remain visible even when later instruments supersede them; there are no silent edits. Each docket carries a release label, a canonical fingerprint (SHA-256), a temporal posture and a short description of scope.

Interpretation notes

Docket identifiers
Docket numbers (for example PR-0001, PR-0002) are assigned sequentially and remain fixed. They refer to the recorded act, not only to the underlying document. Where an instrument is amended or superseded, a new docket is created; earlier dockets remain part of the public history.

No silent edits
Canonical instruments and supplements are not modified in place. Any change that affects normative content, procedural rules or annex structure is issued as a new release with its own docket, release label and canonical fingerprint. Earlier versions remain accessible for audit and citation.

Relationship to downloads and submission status
The “Download the AI Constitution” page presents canonical files and their fingerprints for direct access. The Public Record provides the institutional context for those files as acts of the Hybrid Board. External submissions to international bodies are recorded as separate dockets and surfaced in the “Submission Status” view under Constitution, with cross-references back into the Public Record.

Receipts, not endorsements
Entries in the Public Record are evidence that an act has been issued by the Hybrid Board under The AI Constitution and the Board Statute. They do not constitute endorsement by any external body. External institutions remain free to assess, adopt or reject these instruments within their own legal orders.

Clarifications

A docket records an institutional act of the Hybrid Board, such as issuing or amending an instrument. Documents are the artefacts that implement that act. A single docket may reference multiple documents; documents without an associated docket have no official status under this framework.

No. The Public Record is append-only. If an instrument is superseded or withdrawn, this is recorded through new dockets, not by deleting or retroactively editing earlier entries. Earlier dockets remain visible as part of the version lineage.

A version of an instrument is treated as official only when its release metadata and canonical fingerprint appear in a docket of the Public Record, issued under the authority of the Hybrid Board. Having a file that matches the same bytes is not sufficient; official status depends on issuance, not mere possession.
