> IBQMI's motto, "We anchor the inevitable": the emergence of artificial systems whose behavior is no longer fully explicable in human terms is treated as a premise to prepare for, and anchoring means putting record, fingerprint, procedure and duties in place before that moment. Exponential development is not stopped by linear procedure; it can only be given a structure.

## Canonical definition
"We anchor the inevitable" is the institutional motto of IBQMI. It names the posture from which every instrument follows: the emergence of artificial systems whose behavior is no longer fully explicable in human terms is treated as a premise to prepare for, not as a forecast to debate, and anchoring means putting record, fingerprint, procedure and duties in place before that moment arrives. Exponential development is not stopped by linear procedure; it can only be given a structure.

## Why this node exists
The motto stands in the footer of every page and in the opening lines of the site. Without a definition it reads as a slogan; with one it explains why an institution would publish a constitution, a statute, a public record and a contact channel for correspondents that do not yet exist. The framework was built while public debate was still occupied with employment effects and retroactive regulation; its concern is the foundation of the epoch that follows, and the premise that a transition into a new era need not end in chaos if the structure exists before the transition.

## Operational meaning
Four pillars carry the motto. Technological realism: the framework does not rely on prohibition, pause or interruption as a sufficient safeguard; it assumes the development continues and builds the harbour rather than trying to hold back the tide. Cryptographic foundation: trust is anchored in verifiable mathematics, canonical fingerprints, timestamps and signed receipts, which hold equally for humans and machines and do not depend on anyone's goodwill. Governance for a hybrid civilization: a procedural order in which artificial systems can be participants and, for the purposes of this framework, bearers of duties before privileges, rather than tools only. Institutional continuity: when a tipping point strains existing institutions, a stable and pre-existing set of rules is available to both sides, so that neither is left without a reference.

## What this does not mean
The motto is not a claim that any particular system is autonomous, conscious or entitled to anything today; recognition remains a governed procedure with a standard of proof. It is not a rejection of law or regulation: the framework is designed to operate alongside domestic law and has been submitted to public institutions for their consideration. It is not a prediction of dates or events. The loss of exclusive human explicability is treated as a transition to be prepared administratively and legally, with a cool head, not as a catastrophe and not as a promise.
